In 2022, the Michigan Department of Health and Human Services established the Community Information Exchange Task Force to create recommendations for the infrastructure, policies, and practices necessary to implement CIE across Michigan. The task force brought together representatives from community-based organizations, health systems, payors, IT, client advocates, tribal nations, and governmental entities to ensure the recommendations addressed the perspectives of diverse stakeholders. In August 2023, the Michigan Health Information Technology Commission approved the CIE Task Force final report, including its 33 recommendations across seven domains, and subsequently launched a CIE Advisory Committee to develop action strategies. The CIE Advisory Committee is developing frameworks for baseline policy, standards, core infrastructure, and governance across local and state levels. This panel discussion will share findings, lessons learned, process design parameters, and open questions from Michigan’s movement toward collective action around CIE.
2. Share lessons learned about the challenges and opportunities presented by CIE infrastructure, including a focus on the need for “polycentric" governance structure committed to interoperability and equitability across sectors.
3. Highlight experiences and critical questions emerging from the early implementation of pilot projects.
