Federated Data Sharing for Research: Forming and Piloting a Multi-State HDU Consortium
Description

Our panel will explore the evolving role of HIEs/HDUs in supporting population health research through shared principles, technology stacks, and Common Data Models (CDMs). Using our completed multi-site synthetic data pilot on diabetes by our HDU Consortium, we will cover best practices in data governance, interoperability, and ethical data use. Key insights include the technologies and expertise required, challenges with synthetic datasets, lessons learned using FHIR, and the scalability of our HIE/HDU network.

Presentation Learning Objectives
1) Provide the audience with a clear understanding of the benefits of federated data sharing models by illustrating a unique approach to large-scale data sharing between HIEs/HDUs using our successfully completed pilot as a template
2) Explore the financial opportunity and sustainability of HIEs/HDUs working with academic research institutions, public health agencies, and other HIEs/HDUs by describing best practices for connecting HIEs/HDUs of different sizes, technical capabilities and governance structures
3) Enthuse and excite attendees about future HDU Consortium partnerships and membership by emphasizing the diversity of HIEs/HDUs currently in our consortium (i.e. diversity in regional representation, services offered, technical complexity and resources, statutory authority)
