During this event, attendees will hear the following presentations:

  • A Dispatch on Efforts to Build a Network of HIE Networks in California: What’s Next? California continues to be a laboratory of health innovation, with multi-billion dollar investments to expand workforce, achieve affordability, and increase access. Key to all three reforms is ubiquitous data sharing. Foundational to this work is the Data Exchange Framework (DxF), a novel legislative approach to statewide HIE. Since the finalization of the Data Sharing Agreement (DSA) in the summer of 2022, more than 1,400 entities have signed the agreement, signaling a shared commitment to this evolving initiative. This session will review how the DxF and DSA are fundamental to the success of the state’s health reform initiatives. Panelists will share more about the state’s unique approach to data governance, enforcement, and financial investment, while providing insights about future policy priorities.
  • Advancing Health Data Exchange for a "Healthy California for All" California has bold goals for transforming health care and advancing health equity with seamless health data exchange. The State launched the CalHHS Data Exchange Framework that governs the exchange of health and social services information among healthcare entities and government agencies. There are also goals to improve Medicaid through CalAIM, which requires exchanging health data to enhance care coordination among a network of providers (including behavioral health), CBOs, and health plans. With all eyes on CA – our largest, most populous, and most diverse state – the stakes are high to get it right. Join CalHHS Center for Data Insights and Innovation (CDII), NCQA, and CA’s largest nonprofit HIO as they discuss efforts to build the health data infrastructure needed to achieve a “Healthy California for All.”

Share what work remains ahead for the state in 2024 and beyond to achieve the promise of the Data Exchange Framework, and what other states can learn from California's experience.
